I have to decide between two completely different colleges. Both are great in resources and academics, and both seem welcoming. Both their rankings are high and both are situated in a beautful area. I am deciding between University of Texas and Wake Forest University. I am wondering if anyone can supply me with some pointers and tell me a bit of each university.</p>

I&#8217;ve just hired an excellent programmer for my company, but he doesn&#8217;t even have a tourist visa to come and say hi.</p>
<p>He has an account here in the US, I can deposit money his salary there.</p>
<p>How do I declare this?</p>
<p>How does he declare this, he doesn&#8217;t have SSN? Does he even have to declare?</p>
<p><strong>Best answer:</strong></p>
<p><i>Answer by v b</i><br/>If he is not a US person and this not US source work, then he won&#8217;t be declaring it on a US tax return.  You will not issue anything to him.  Not a W-2, not a 1099-Misc and not a 1042-S.</p>
<p>You treat it like any other payment, but you must show due diligence in ascertaining that he is in fact not covered by US withholding requirements (see IRS publication 515.)</p>

Coming home from dinner with the coworkers, a cat ran across the road in front of me right to left. I swerved right and tried to slow, but took out the driver&#8217;s side mirror of the car parked at the side of the road. The cat and I were unharmed, thankfully, but this left a nasty gash down my passenger side&#8230; front fender, door, and rear fender &#8211; somehow I bounced and didn&#8217;t damage the rear of the cab.</p>
<p>I left my business card on the windshield under the wiper blade, and got a call from the owner in the morning. Turns out we have the same insurance company so that makes it all very easy. In the afternoon I got a repair quote. In the evening we met up and helped each other fill out Oregon DMV forms. The truck goes into the shop Wednesday for 10 days.

<p>My boyfriend and I haven&#8217;t even been dating a year and we&#8217;re already fighting about a divorce settlement. Not our divorce settlement, but everyone else&#8217;s. He seems to think that Kobe Bryant&#8217;s wife is not entitled to the $75 million dollars she is likely to get. And I am outraged.</p>
<p>In California, without a prenup, husband and wife must split <em>equally</em> everything that was earned during the marriage. The moment a husband earns a dollar, the wife is immediately the owner of fifty cents of that dollar. Any wealth that either party has before the marriage, they both get to keep. But because Kobe and before him Mel Gibson earned their respective $150 and $850 million while married, their wives will leave the marriage with half of the money.</p>
<p>I happen to think this is fair.  The problem is, my seemingly perfect Mr. Dreamboat, does not. It first came up this past summer, when I was studying to take the CA bar and read about Ron Burkle&#8217;s divorce. Burkle, the supermarket mogul, was worth about $2 billion, however he (in my opinion) swindled his wife out of the billion she was due and she received only $40 million. Of course, $40 million is an enormous sum, but it&#8217;s the principle; she should have gotten half. My boyfriend expressed some indignation that any stay-at-home wife who had raised children deserved $1 billion dollars.</p>
<p><em>So how much is it worth, then?</em> I snapped back.</p>
<p><em>I don&#8217;t know, but not $1 billion dollars.</em></p>
<p>Mr. Dreamboat seems to think that there is a cap on how much a stay at home mom is worth. (Although I use husband as the generic breadwinner because it&#8217;s still more common, I believe the same rules apply when the wife is the income-earner &#8212; a stay-at-home dad is also entitled to half.) People think that Gibson and Kobe are being defrauded out of their fortunes by greedy wives. These stories have headlines like, &#8220;Divorce will cost Kelsey Grammer $50 million&#8221; and just last week, the cover of <em>People</em> magazine said &#8220;Mel loses $425 mil in divorce.&#8221; But you never see headlines that say, &#8220;Gibson&#8217;s wife of thirty years who raised seven kids, virtually alone, while enduring life with an alcoholic gets what she deserves.&#8221;</p>
<p>The problem is, no one actually <em>deserves</em> that much money. Does Mel Gibson deserve $425 million dollars because we have a warped celebrity culture that paid him $20 million dollars a movie to carry around a sword on a horse and wear make-up? Does Ron Burkle really deserve $2 billion dollars? No, because no one does. But he happens to have earned it through a combination of luck, circumstance, and hard work. And because of those same things, and California property laws that believe marriage is a partnership, their wives should get half.</p>
<p>My feeling about marriage is that once you enter into it, you are no longer doing anything alone. The sum is greater than the two parts and so it&#8217;s not a husband who earns money and then shares it with his wife. Rather, the marriage is earning the money all along. Once married, the breadwinner is not earning that money by himself. He is enabled by the other spouse. Maybe Burkle&#8217;s wife made it possible for him to earn all that money by supporting him during school or helping him make business decisions or keeping him afloat when he decided to take big financial risks. This seems especially true in the case of a stay-at-home parent, who keeps a home, picks up dry-cleaning, lays out socks to match a suit, and takes the kids to soccer.</p>
<p>Plus, suppose you can determine a monetary value for parenting. Say that the monetary value of a stay-at-home mom&#8217;s hard work equals 25% of her husband&#8217;s earnings. Reciprocally, should the husband be able to claim responsibility for only 25% of the people the children turn out to be? Is dad entitled to only 25% of the kids&#8217; affection because he only did 25% of the parenting?</p>
<p>When this first came up in my relationship, I didn&#8217;t push the issue very far because we hadn&#8217;t been dating very long. But ever since, I&#8217;ve been wondering if we fundamentally disagree about our philosophies regarding marriage. And if we do, wouldn&#8217;t we flunk one of those compatibility quizzes so badly, the screen would start flashing red with <em>BAD MATCH</em> written across it? So when this topic came up again thanks to Kobe, now ten months into our relationship, I rolled up my sleeves and dove into the debate.</p>
<p>He again reiterated his dismay at the large divorce settlement so I dug further, explaining my aforementioned reasons for supporting Kobe&#8217;s wife. And though I kept most of the sass at bay, I just couldn&#8217;t resist a little indignation.<em> I just could never marry someone who fundamentally disagreed with me about the philosophy of marriage,</em> I said haughtily.</p>
<p><em>You make some good points</em>, he said. But he wasn&#8217;t done. He reminded me about a facet of divorce that I had forgotten about. This whole time, I&#8217;d been perplexed by his opinion because he&#8217;s rather close with his mother, a stay-at-home mom, and I couldn&#8217;t understand how he could undervalue her contribution. But I had forgotten about his father, who has been less lucky in marriage. My boyfriend has seen divorce from the other side. When there are short-term marriages and no children involved, do I still believe that everything must be shared equally? I could imagine a hypothetical where the marriage was short and the wife was not working at the marriage while the husband was working at the marriage and earning a large income and upon divorce, the husband felt like the wife was asking for more than her fair sure.</p>
<p>When I think about marriage, I form opinions based on my marriage. Of course, having never been married, I talk based only on how I want it to be. I imagine I will work tirelessly at being a long-term wife and mother, and should I sacrifice my career, I want my husband to feel that everything he earned, we earned together because I would be working just as hard as him. It had never occurred to me that divorce might come after a short marriage or without children because well, I can&#8217;t imagine a marriage like that. My parents have been married 35 years, all of my parents&#8217; friends are still married&#8230; suffice to say, I didn&#8217;t grow up with a lot of divorce. I started to realize he had a point. But does he really think that any marriage involving me might involve someone not pulling her weight?</p>
<p><em>I think you might convince me of this though</em>, he added after explaining his reasoning. <em>Don&#8217;t give up on this one</em>, he smiled knowingly at me. Maybe it&#8217;s not a philosophy regarding marriage that I have to convince him of. Maybe it&#8217;s <em>me</em> I have to convince him of. After all, I don&#8217;t want to marry someone who believes we have the same opinion on divorce settlements. I want to marry someone who believes that there&#8217;s not going to be any divorce at all.</p>
<p>Innovation is an indispensable force that turns ideas into money. It is the lifeblood of any organization. In order to implement sustainable innovation in 2012, you need to define innovation in a manner that makes strategic sense for your organization, and have the know-how to properly construct and use a process, plus the will to keep the process on course. </p>
<p>The task may seem daunting at first, but it&#8217;s possible to develop a disciplined strategy that delivers Innovation time and time again for sustained long-term profitability. Make developing that strategy your 2012 New Year&#8217;s resolution.</p>
<p>&#8220;Robert&#8217;s Rules of Innovation&#8221; outlines specific steps to implement Innovation. Here are some tips:</p>
<p>1.	Define your organization&#8217;s needs. What type of innovation are you trying to achieve? An incremental innovation that introduces a new process or feature? Or a transformative breakthrough that completely changes the marketplace? The latter is more difficult to achieve but holds the greatest potential. Choosing the path that makes the most sense for your organization will help in the Innovation process.</p>
<p>2.	Formulate a new product development process. Each organization&#8217;s NPD process can have a different number of steps, so long as they form a structured plan. A three-stage plan may include: Stage 1 product definition, where a product is examined for its brand strategy, profit potential, and competitive analysis. If the product is a &#8220;go&#8221; then it moves to Stage 2: the qualification process where a first article product is made and tested for quality assurance. Finally, Stage 3 is Revenue where the product is launched. </p>
<p>3.	Create a road map to success. The key elements are examining quality of projects, capability of managing them successfully, and capacity of the organization for maintaining a portfolio of well-managed projects. No matter what NPD process you decide to use, stick to the road map to ensure that each stage, and tasks within each stage, are clearly defined.</p>
<p>4.	Some more guidelines for progress: remember to stick to your go/no-go criteria for moving forward with developments. All projects should undergo the same scrutiny, regardless of who suggested it! Also, many organizations are incorporating a &#8220;discovery phase&#8221; into the Innovation process to allow for more experimentation. This step is beneficial for making decisions based on long-term sustainable Innovation, and not on current budget restraints alone. </p>
<p>In a world of increasing business competition, Innovation is key to a company&#8217;s survival. Creating an Innovation strategy that makes sense for your organization is entirely feasible, and an absolute must for creating profit for your company. </p>

<p>You know how the Internet works, right? Of course you do: you&#8217;re a TechCrunch reader, a power user. You know what that &#8220;HTTP&#8221; means in your address bar (if you&#8217;re not using Chrome.) You know that behind the scenes, the Domain Name System translates your requests for domain names like techcrunch.com to numeric addresses like 76.74.254.121, and secure connections are encrypted by SSL. You know that web servers send HTML, the <em>lingua franca</em> of the Web, over the wires (or the air) to your computer, and that web developers write JavaScript to control what your browser does with it.</p>
<p>&#8230;Unless you&#8217;re actually a techie. In which case you probably already know that the above description &#8212; let&#8217;s call it the Classic Web &#8212; is increasingly completely false.</p>
<p>What follows is a little technical, but bear with me, I have a larger point. (Also, even if you&#8217;re not a techie yourself, you need to have <em>some</em> understanding of what today&#8217;s tech does, and how it does it, in order to make intelligent decisions.)</p>
<p>Why doesn&#8217;t Chrome show the iconic &#8220;http://&#8221; before web addresses any more? Because it, like Amazon&#8217;s Silk and soon Firefox, doesn&#8217;t necessarily use HTTP any more. Instead, where possible they use Google&#8217;s far-faster replacement, SPDY, which also lets servers push data to browsers, instead of having to wait for requests.</p>
<p>That Domain Name System? It&#8217;s increasingly actually DNSSEC, an extension which guards against the massive security holes in the original system.</p>
<p>And your so-called secure connections? Well, SSL was actually replaced by TLS some time ago, which fixed some security holes, but not the biggest: browsers automatically accept security certificates for any site from literally hundreds of different authorities, any of which can be, and often are, compromised. Yes, this is insane. The EFF&#8217;s Sovereign Keys initiative might eventually solve the problem; in the interim, Chrome is more secure than other browsers, because it lets site owners specify which certificates are OK.</p>
<p>(Do I sound like I&#8217;m telling you to use Chrome? Not exactly. I mostly use Firefox, because Chrome doesn&#8217;t support any equivalent of Firefox&#8217;s security- and sanity-enhancing NoScript plugin, and probably never will.)</p>
<p>As for JavaScript &#8212; sure, all browsers <em>run</em> it, but almost no developer <em>writes</em> pure JavaScript any more. Instead we use library frameworks like jQuery, which has more or less conquered the world, or use higher-level languages like CoffeeScript (which I dislike, for these among other reasons) or even Google&#8217;s contentious new language Dart, which both compiles to and is ultimately intended to replace JavaScript. Unfortunately, almost no one outside of Google seems to like it.</p>
<p>In Google&#8217;s defense, their new server-side language Go is widely admired &#8212; even though, ironically, it signally fails the &#8220;The name of your language makes it impossible to find on Google&#8221; test &#8212; and their Native Client tech is powerful and interesting. Alas, I can&#8217;t see any other browser supporting it anytime soon.</p>
<p>But at the end of the day, your browser is still mostly getting and rendering HTML, right? Don&#8217;t be so sure. For one thing, &#8220;vanilla&#8221; HTML is a smaller and smaller part of the average web page. For another, it&#8217;s increasingly HTML5, whatever that means.</p>
<p>What&#8217;s more, there&#8217;s an interesting trend towards web servers that serve no HTML at all. Battlefield 3&#8242;s &#8220;Battlelog&#8221; web site is pure JSON between client and server. My former co-worker Michael Dykman (whose co-workers generally, without provocation, suffixed his name with &#8220;the greatest programmer who ever lived&#8221;) has developed a pure XML/XSLT web framework, Gossamer: as its introductory rant says, &#8220;<em>wouldn&#8217;t it be nice if we could handle page requests from web browsers with the same simple elegance the web service model provides?</em>&#8220;</p>
<p>The Classic Web is beginning to look like a kludge. Mostly because it was. Slowly, fitfully, three-steps-forward-two-steps-back, the tech community is finally refining it into something more secure, streamlined, and powerful. The last time something like this happened was when AJAX support hit modern browsers. Non-techies don&#8217;t realize it, but it was that innovation which ushered in Flickr, Google Maps, and the whole Web 2.0 boom. I expect HTML5 &#8212; greatly aided by the little-known back-end iterations I&#8217;ve tried to itemize above &#8212; to have a similar effect on the web and everything we do there.</p>
<p>Including, maybe,<em></em> the much-foretold, long-forestalled decline and fall of the Empires of Apps. But more on that in next week&#8217;s column&#8230;</p>
<p><strong><em>Points clarified by commenters below:</em></strong> OK, so there&#8217;s no real evidence that the removal of HTTP from Chrome&#8217;s address bar is actually related to its use of SPDY. &#8220;No HTML at all&#8221; up above is too extreme: &#8220;no dynamically generated HTML&#8221; would be better, as the very first pageload still has to be HTML.</p>
<p><strong><em>Points clarified by me:</em></strong> People can and do argue at some length about the semantic distinction between &#8216;pure&#8217; and &#8216;vanilla&#8217; JavaScript, but I maintain &#8212; with considerable confidence &#8212; that JS written with jQuery is qualitatively different in content and approach than &#8216;pure/vanilla&#8217; JS. Last I checked, Chrome&#8217;s NotScript wasn&#8217;t a substitute for Firefox&#8217;s NoScript, as it worked by merely masking rather than stripping out JS on a site-by-site basis: alas, I can&#8217;t find a detailed technical analysis that compares the inner workings of the current versions.</p>

<p><strong>Banks pile into ECB’s new super-long-term liquidity facility</strong> </p>
<p>&nbsp;</p>
<p>The first-ever 3-year liquidity operation by the ECB was an unqualified success. Banks bid for a greater-than-expected €489.2bn, making this the largest-ever single refinancing operation in the ECB’s history. </p>
<p>&nbsp;</p>
<p>However, this is not the net amount by which outstanding ECB open market operations have increased. Because banks reduced their use of the Main Refinancing Operation (MRO) by €123bn yesterday, and also the use of 3-month long-term refinancing operations (LTROs) by €111bn allotted today, the net increase is smaller. </p>
<p>&nbsp;</p>
<p>Moreover, several banks made use of the possibility to swap out of the recent 12m LTRO that was allotted in October into the new 32-month facility (123 out of 181), to the tune of €46bn. </p>
<p>&nbsp;</p>
<p><strong>So the net increase in outstanding open market operations is about €210bn,</strong> which is a considerable amount compared with the €514bn in total MOs that were outstanding at the beginning of the week. But arguably more important than the raw amount by which liquidity has increased is that the maturity of those funds has lengthened drastically, which will give banks more planning certainty and will hopefully support lending to households and enterprises as well as creating additional demand for bonds issued by the hard-pressed southern European member states. </p>

<p>Another sign of the success of the auction was the large number of banks that participated. 523 banks entered bids, which compares with 130-200 at the weekly MROs, and 181 at the most recent 12-month LTRO. So, clearly there is no sign of stigma here. Another 32-month LTRO is planned for 29 February.</p>
